HME Cargo: Shippers will now be responsible for determining whether or not their cargo is hazardous to the marine environment (HME). Cargo must be classified in accordance with the criteria of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS). Appendix I to MARPOL Annex V lays out the classification criteria.


Garbage Record Book: Vessels will be also required to use a new garbage record book which will be split into two parts:


Part 1 – Garbage other than cargo residues
This part is for garbage generated on board and now includes electronic waste items known as E–waste. This is for items such as computers and printer cartridges generated on board the vessel.


Part 2 –Cargo residues
This part is to record the disposal of cargo residues. Residues are split into two categories HME or Non-HME.
